Sponsoring VISAS is more of a cost thing than diversity. Believe me, if they had the budget, they would sponsor.

Hah! 20 years machine learning? These days, deep learning is all the rage yet it only really took off around 2012, and has rendered many of the old methods obsolete. The only “survivor” from old school ML is random forests.
I did PhD research in AI in 1990s so I guess I would qualify. You are right, most of what I did is hopelessly obsolete.
Perhaps 20 aggregate years of ML across the whole team? 20 engineers with 1 YOE in ML each?
Diversity means we want you except if you are white guy. Oh and also if you are Chinese or Indian because that's the wrong type of diversity. Oh and if you are white but coming from a completely different cultural background (such as Russians) we also don't want you, you need to be visible diversity

That person will likely be a bit bitter because their life’s work has been brutally surpassed by deep networks that don’t require any strong insight or feature engineering.

Machine learning is an old field. The first neural networks were out around that time - it’s just that when recruiters say machine learning, they most likely want people who know about CNNs, GANs, and autoencoders and NOT SVMs, Boosting , HOGs and SIFT, etc.
I suspect that they are adding up the levels of each engineer. If they had engineers all with 20+ years of experience in the most overhyped field who've worked at top companies, they must be burning cash way too quickly.
