Honestly they do this all the time, for decades. I have engineer friends (not software) in SME who find their Chinese competitor bringing an identical product to market a year or so after hitting Chinese engineers. Sorry if this sounds racist, I know not all Chinese are like this. I wonder how much they get for doing this.

1. The US did the same thing before; 2. Japan and south korea did the same before; 3. 200 years ago europeans stole green tee seed from China and plant it in their colonies; 4. The US is the state of the art at this moment whois the only target China can learn or copy; 5. china has a strong manufacture system and Chinese is not stupid and then learn it very quickly; 6. 10 years ago the US government play Toyota, right now it starts to target Huawei, why?

Levandowski is American and the technology he stole is kept in the US. Chinese employee, on the other hand, took the technology back to China, which is a big threat to the US in term of national security. So Chinese need to be jailed and get maximum possible prison time.
