What makes you think that? Most non-technical CEOs are total bullshiters.
CEOs contact so many people as potential matches. Maybe they found some1 already before your call. Maybe their company had some major shift, maybe he was just too busy. But i do agree with you that if there was a scheduled call, the CEO should hv canceled it and let you know

Jobs are like relationships, if the person isn't interested anymore they aren't interested. Don't take it personally. If you aren't Chad you might have to go through a bunch of rejections.
