Is there a time limit for which you cant apply for an AWS position different than you first got rejected for in interviews(in-person)?

6 months for same type of position. No limit if going for another type of position. For example, sequentially interviewing for SDE, SDM, TPM is possible without a cooling off period. Your recruiter will know if they can bring you in.
If the recruiter told you of a cool off period, that applies. Otherwise, there is no cool off period.
