I recently rejected an offer via mail but they called and came back with an updated offer which I feel is good enough to accept. Is it okay to accept it? Or will people at work place be salty knowing that I rejected it at first?
If they offered it they presumably want you, so take it.
Not at all. Now if you go to quit your current job and they counter to keep you, don't take that offer. Your current employer may and most likely will be salty.
No one will know except recruiter and manager. I once rejected an offer in March only to accept updated offer in October.

In a new job, an immature manager would use it against you when the next review happens: "you negotiated hard while coming in. I need to catch up others' compensation this year." Don't accept counter offers at your current employer. It only buys them time to make you expendable.

Immature manager is what I've, who says I get as much as senior to not promote me, I can see her saying this to someone she hires. Or even worse "you negotiated a lot but didn't deliver on it"
