My manager discussed my low performance several times in the past 3 months through emails and in 1:1 meetings. He didn’t explicitly talk about any improvement plan though. Does this mean that I am already on the pip, which means it is possible that I am told to leave the company right away tomorrow?
How long have you worked there and how long has he been your manager?

Sorry bud, looks like he's setting you up for PIP. Go active, if he talks about low performance, ask him to set expectations. Document as you meet these expectations using email. See if you can transfer.
Search internally, use all possible vacation that you legally can and look for other "strategic alternatives"
What’s pip criteria? Is it relative to team mates? How many people get laid off because of pip? Is there any severance? How long do they keep on payroll?

The manager has to have at least two written communication clearly stating that your performance is not up to the mark and your job is in danger to put you on PIP. If you got such mails, you will be put on PIP soon. You are definitely on devlist. If you don't improve you will be on PIP soon. . DM me if you want to know more about PIP. I failed devlist but passed PIP in December last year.
You’ll be notified if your on pivot (PIP). Most likely you’re on a devlist if he’s been keeping email records
