Is it possible to ever internally transfer (domestic) as an SDE I (new grad) after a year? Or do you have to get promoted to SDE II to even be considered or allowed a transfer?

I know a SDE1 who transfer only after 4 months of joining the company
Transfer within the country is allowed for L4’s at any time. International transfers can be only for L5 and above.
I know a SDEI who transferred a week after joining
It depends on your org. If you are in retail business org then yoh will have to be L5 and will have to spend one year in L5 role before moving to US. Other orgs do mot have such restrictions.

Unless you have a bad rating, it's really easy to move at Amazon. But there will be few SDE 1 positions, and most of them are filled by recent college grads.

As far as I'm aware, there is no time restriction on when you can transfer. I can vouch that transferring is really easy at Amazon.

It depends on the new teams hiring manager. Usually teams are pretty desperate for SDEs so if they have a loop it won't be nearly as hard as it was to get hired externally. And when I say loop, it might involve a couple team members informally meeting you but no bar raiser.
