If so which one is better Her current TC Bay Area 135 k (no RSUs)

offer 1 is good. The bonus can be pushed higher. Higher salary gives u negotiation leverage for future. i think base is higher than average. Hence they give less rsu and bonus.

I surprised they gave an offer for SDE 1 while you have 2+ yoe. They told nope you must have less than 2 yoe to get hired for L4

Update: The recruiter says he can ask for 140-145 k base 9 RSUs and Sign on of 25k year 1 and 20k year 2, Does that sound reasonable?
