I have around 10 years of experience and am in process of getting an offer from Amazon for SDE2 role. Also I will have to move from San Francisco Bay Area to Seattle. Does SDE2 sound like a right level for me ? And how much base should I negotiate for.

I had more experience from another bigger company and got SDE 2 offer. It’s better as you will have higher chances of success in promotion, rather than giving you SDE 3 and burdening you with expectations.

Agreed, use your time as sde2 to learn the product, culture, stack. Deliver and get to an sde3. You might find that it is pretty hard to be at the sde3 level though as you are expected to tackle massive problems and there are bunch of angry sde2s who are much better than you :)
Seattle has a cap for base set at 160k.
On VP approval, a max TC of 250K with a max base of 160K. And L5 (SDE2) is better. See it like this: lower title and more income. YMMV.
