I am interviewing for a role at Amazon for which I am somewhat overqualified (its a junior level role, but very interesting to me). Recruiter told me TC for the position is “budgeted to around 95k”, which is significantly lower than I had hoped (also significantly lower than another role at Amazon I am being considered for). Questions: Is it possible that 1) the recruiter is wrong, and/or 2) the hiring manager can “up-scope” the role and TC range? Also, what would a typical breakdown in Phoenix look like for 95k TC in terms of base, bonus, signing, RSU?

95K in Phoenix is very low. Even Infosys, TCS and CTS will pay same salary in Phoenix area if they hire you as Technical lead.

Tempe and Seattle are supposed to be on the same band. 95k is low for SDE, I don't know about system engineer. Once you pass the interview, you should press for more.
