If I was Amazon, I would check out all the top sites. Why is this a surprise??
Most reports on top runners do not have any indication that Chicago was up there, thus my surprise.

Most reports had an anti-Chicago bias and focused primarily on what was specified in the contract and not other factors (like central access to the rest of the country). Also a high number of top tech and business schools within 200 mile radius. Boston has it within a smaller radius, but higher cost of living there and more competition for talent there. Here they'd be a shark feeding in an ocean of tunas at best.
