You should only refer people you actually have worked with and for a decent amount of time. Anybody who you would enjoy working with again. Not random people in Blind or any social media. Think: would you want this person joining your team tomorrow? Recruiters notice there are no matches in work history and will trust this and your future referals way less.

This is the only way I know how to get at least an interview. I’ve never worked in a PM role before, and getting replies seems to be impossible. I need this so that I can show my skills in the interview process.

I think there is a checkbox which needs to be checked, if the referrer has actually worked with the candidate. If not checked, I think still the candidate can be referred, though this kind of referral might not be strong. I am just assuming everything.
