Base $175k, RSU $160k-4yrs, sign-on $15, IC4 Master CS, abt 12 year of work experience (as Developer + EPM) Thoughts on offer? Was told $160k RSU is max, is that true or can go higher?
You mean $640k in RSUs, right? And because of the 4-year vesting it's $160k /year? Or do you mean $160k total and $40k per year? When my partner got their Apple offer, they just put the total RSU value in it, but it didn't include vesting schedule - was that the same for you?

Current comp is shit after 6 yrs sal compression, bad company performance, zero stock. Last yr culture going down the drain exceeded my threshold, so I started to look for a change.

Update as per offer letter: base came at $165, rsu same, sign-on up to $20k. Told no room for negotiation on any component, even with counter.
Sign-on can be up to $75k without extra approvals.
I was coldly and clearly told no room for negotiation.

Whats your take / experience on RSU max at $160k (vesting over 4 yrs)? Is this limit applicable to all functions or Engineering gets different?
Not sure about other functions, but 160k is good
