This is solid news.
It all comes down to financing and ROI. In some cases AWS makes sense, in others one’s own data center is a cheaper solution.

Technically any software company can spin up their own cloud. But is that their line of business? Is that their focus? Amazon can come up with an Outlook if required but if someone did it for you why spend your energy on a solved problem?
