I am going to be moving to California at the end of February. I would like to obtain a driving license asap. I have never had a US DL before. For the first month, I am going to be staying in a hotel. Is it possible to apply for a learner's permit without a lease agreement? Would a pay stub serve as a proof for California residency? If not is there any other way I could get the learner's permit without having to wait to find a house? Also after visiting the DMV for the first time what does a realistic timeline look like to get the license assuming I pass the driving test on the first try. (Big assumption I know) My family is visiting in May and I am planning a road trip in East Coast hence the urgency.
Are you comfortable driving a car? If u r, u can get it all done in a day. From what it sounds like, you'll need to go there with a friend who has a car u can use for the driving test. If u pass written and driving test, you'll walk out with a driver's license.

Before I moved to California a few years ago I set up a virtual mail box with a California address and listed that as my address. I don't recall the DMV asking for proof of address. Don't use a hotel as your address. Use a friend's address if you don't have a permanent home yet. Once you pass the road test you will be able to drive immediately, but you should keep photo ID with you. Your driver's license will arrive in the mail in less than 30 days. If you weren't moving to California so soon I would suggest taking your road test in your current state. California generally doesn't require out of state license holders to take a road test. You will need a car for your road test. Since you won't have a driver's license, presumably you have someone who can drive the car you will be using to the DMV.
How would I be able to use a friend's address? Wouldn't I need to show proof that I am staying there like a lease agreement or something?
They do require 2 proofs of address now. What you can do, is have a bank statement and a cellphone statement have your friend’s address on it.
As long as you don’t have a green card (not a permanent resident) you can be considered a visitor and therefor you can use the DL you already have from your own country in California. I’ve done that for a year and rented cars for multiple road trips without a single issue. I’m from Spain and on an O1 visa for your reference. If you still want to apply, you’d need 2 different documents as proof of your residency here. I brought a utility bill, and my apartment lease agreement. I remember them saying a health care bill would be ok as well, but things like a cable bill would not be accepted. The pay stub I don’t know. The learner permit you get after passing the written test does allow you to drive as long as there’s another adult with a DL with you on the car. You’ll not be allowed to drive alone until you complete the driving test.
The first part is wrong. I moved from Canada to WA on L1 visa, and they told me i had to change my license. It doesn’t matter what visa you’re on. It’s all about residency status. By driving with a Spanish license now, you could get in big trouble.
Plan in advance if you don't want to spend half the day at the DMV. Some areas have appointments completely booked a month or more in advance.
Please actually learn the driving laws! Unfortunately passing the driving test is super easy so many people don’t bother properly learning the laws. So many immigrants bring over their driving style from their country and it just doesn’t work here. There’s a reason why the Bay Area is rated as having the worst drivers in the country!

I don't know about all the residency requirements but you'll get a paper license as soon as you pass the driving test that is valid for a month. Generally, the permanent license arrives within 2 weeks by mail.
That is fine. As long as I get the temporary license that should be good too. However do you know what a realistic timeline looks like from learner's permit to a test? I heard there was a 2 month waiting period in New York state. Not sure about California
