I have been in my current role of a HW Integration team of a particular design subsystem for 6 months and would like to a block level design team of same subsystem. Company policy is to wait for another 12 months before I can apply for an opening. Can I still go ahead and talk to manager or my VP (he seems like a friendly guy) about it? Tc 140k

In my opinion it’s not worth it... If the position is under the same VP, and the organization culture is really open (I.e. they encourage you to move jobs) - might be okay to take a risk for a dream job (but a risk it will be). Even seemingly friendly guys will likely judge you and reduce your personal interest in you if they think you’re flight risk. And you will likely have to work much harder to prove your loyalty once they start doubting you. (If you had mentioned it is a temporary job rotation - my response would be different).
