Why is this? It seems that the worse an employee is the higher they climb on the ladder. Example: One VP had to have HR follow him to every meeting because he would constantly say inappropriate things to the women, the HR was basically his handler to keep him from getting out of line. Why not just fire him?!
What company was that? I'm skeptical of that story. Many times companies will cover up haressment, but perpetual HR babysitting doesn't sound true.

saying “bad” things is highly subjective. i was followed by hr for months at my previous company because we had someone complain of use of inappropriate language. i like to say shit and fuck once in a while. the person complaining was eventually demoted (saved by a buddy who hired him in the first place, should have been fired) as a result of generally poor judgement and poor treatment of their direct reports and i’ve learned that there are snowflakes who get offended by the sun shining in their face in the morning i would recommend taking a look at yourself first and understand why you get offended by what may be something totally irrelevant
What are you talking about? I never once said I was offended. Seems to me you’re the one that should learn how to behave in a professional setting.

If they make a lot of money for the company or well-connected, there will be many accommodations made for bad behavior.

It’s ridiculous. Sometimes it seems like our movement toward having more human-like work places with work/life balance, competitive pay, benefits, perks, etc. is making more and more people think it’s cool to be unprofessional. Tons of terrible people leaders out there who abuse / misuse their power.
