Wondering if November to January is a bad time to apply for jobs, especially to Google, Facebook, Apple etc.? Do applications get missed/ brushed off more easily since people are on vacation for Thanksgiving, Christmas, and New Year's? Or is it more likely to get a call since people are rushing to move things along? On a performance review point of view, is it better or worse to apply/start around this time? When some companies are conducting reviews in Q1? In addition, how long do you get an email to schedule for a call after submitting at Google/ Facebook etc.?
Yea it’s bad in general because everyone has used up their headcount, and no one wants to schedule interviews during the holidays. It opens back up in Jan after the “strategic planning” period ends

Never a bad time. They can hold position or tell you when your start date will be, but if they pick someone else who got in from this year but just waiting to start, you're already behind.

Good time is when you are prepared. Bad time is when you are not.
Highly depends on the company situation at that time. I have been in my current company for 3 years and have already seen both the extremes. Just keep applying and be positive!
