Target in Minneapolis is amongst the best paying (128k+10k), I know this as Amazon couldn't offer me a better deal (125k+30k Seattle ) than Target. What other companies pay well in Midwest?

UHG doesn’t pay nearly as well. Base maxes out at 150k for UHG Principal and that’s where L7 Principals start at Target.
Depends on level. Principal Engineers at UHG can be grade 30 or 31 with a pretty good spread of total comp. Also, the titles are not really comparable between the two companies. I know principal engineers at Target who were promoted from director. It's the opposite at UHG.
Would recommend levels.fyi to check out other Seattle offers. Looks low to me, especially for Seattle CoL. Minneapolis needs more levels.fyi attention or some other salary form

For L6 at Amazon your offer seems like it was very low. I would have expected TC for that role to be more like 180k at least. Not saying that’s better or worse after adjusting for COL, but I don’t think it’s fair to say your offer was representative of Amazon’s inability to beat Target.
It is L4/L5 non-tech role, I guess. For tech it would be better.
