It's been 2 months since the recruiter said they want to have me on team. Whenever I ping him it's always one thing or the other. If they cannot generate an offer in 2 months what will they do to compete with the cloud Giants. I am going for other interviews and moving on. This is just a warning for the other candidates.

Don’t be ashamed dude. It happened to me. A company once gave me a lowball offer and then they delayed negotiations for 3 weeks (literally two phone calls over three weeks), refused to discuss why they lowballed, and then delayed sending over the contract until one week before the start date they set. I dropped them and moved on.

Move on. If you need any visa related stuff it's more slower than generating offer. OCI policy is same as Oracle policy which feels like some 1950s company. They move at 🐌 pace
Give me a break, this isn't an "Oracle" thing. This same exact shit happened to me with Apple. Same exact story, they were interested and yadda yadda all of a sudden they dropped off the map and I was the one chasing with follow ups. Not defending Oracle here but obviously the people working on your case are assholes.
Over 4 months for me, since I didn’t get into FB or G, this is my best option. Lost the will to continue studying LC. Should be a big payday when I do get the offer letter.
I’m on H1b. Took 4 months for me for entire process. I know colleagues here from previous job so did not give up on this offer and waited very patiently. Understand your frustration OP 😂
End of Quarter + End of Fiscal year = Poor Timing. If you really want to join OCI, expect a wait unless your timing is better (near Q2/3 start when budget money's get released). Even then things are slow, usually at least 1 month from thumbs up to offer being approved. This is because OCI still has to deal with beancounters from corporate, they use same HR system as everyone else at Oracle.
Why are you so motivated to join Oracle? Is it just because of the money? IMO, whenever you see someone talking very positive about Oracle, assume they must be the management. A lot of ICs don't have a good view about working there.
