Bought an iPhone on Craigslist list
I bought an iPhone on Craigslist. I forgot to unlink the apple account from previous owner. Previous owner is not responding. How to deal with this situation ?

Ofcourse it's a stolen one. Try factory reset.
Take it to the Apple store and cough up for the geniuses to hard reset it for you. Alternately contact the Apple ID email, if it’s stolen, the person may respond.

Op made a legit purchase. If it turns out to be hot, then wouldn’t you rather op claim innocence and come out on the right side of the equation

You can’t. Once iCloud is linked, it cannot be unlinked without the previous owners help. Factory/hard resets won’t work. If owner is MIA, chalk it up to a lesson in hard knocks.
