Honda dealer is quoting $450 for parts and labor. The neighborhood repair shop is quoting $250 for aftermarket part and labor. How to get this fixed without spending hundreds of dollars? Both the dealer and the mechanic are saying that the whole light needs to be replaced and not just the cover even though the light itself is working fine. And that is increasing the cost.

Buy a used one OEM on eBay
^^ this. And change the part yourself. Just google and someone would have written up a DIY on the forums.
Getting just the cover is almost the same amount of money and is really annoying since you have to bake the outer cover to get it off. Just buy a used one off eBay. Rear lamps are usually really easy to replace if you can find the screws just swap it yourself, should be no more than a few minutes. Beats driving to the shop.
Any mechanic recommendations in Bay Area who would be able to put it for me? It doesn’t seem that the cover can just be glued to the lamp. The whole thing might require disassembly and assembly.
Never say "just" when it comes to things that require labor. You're gonna get charged over 100 bucks for that service. Get a used whole assembly off eBay for cheap.
Buy the part online by yourself. There are cheaper options to choose from. Take it to a mechanic to get it replaced. Thats the cheapest way.

Have you checked online for DIY tutorials? Haven't tried on this model, but it's usually super easy to order a replacement part and do it yourself. You don't need to be that experienced.
RockAuto or U-pull It. It's probably a pretty simple install. Unplug a harness, maybe a couple screws or clips, replace and reverse to install. YouTube will know.
Buy OEM part online, replace yourself - that's not a rocket science.
