I live half way between 280 and 101 how the hell do I still hear caltrian horning at 8pm? What do they even horn at?

There's a freight train that heads south around 7pm and then another one later in the night. I can't believe how loud the horn is sometimes. It echos in the valley for 3+ seconds. And they continue to build new housing right next to the track (Belmont, San Carlos, RWC, MPK)...
