Here’s the situation. Company had layoffs and gave everyone a severance package. I was not affected. But I’ve had a feeling for a while and have been looking for external opportunities which I may land soon at a 50 percent base pay raise. I rarely go into the office and is it possible for me to double dip and get both jobs done? My current job I probably put in 2-3 hours a week handling emails mainly(yes getting paid six figures to do nothing is great but I’m just not engaged). My thought is can I double dip until they find out at which point they might add me to the layoffs and give me severance? Do I have to inform my new employer I’m still employed? Can they find out?
They can call your employer and ask for your employment dates, but if you say you still work there and you need two weeks then they probably wont do it.
Is it ethical? Remember that if you are caught you can burn bridges and future opportunities. There could also be legal issues as you are defrauding your employer and if it’s a competitor, you may have already signed an agreement to not go with them. Note, I’m not a lawyer and this is not legal advice but I would not risk it. If you want the new job, just go for it and cut ties with your current job. The severance you are hoping may never come around.
I believe most full time employment contracts have clauses against this. You’d be in violation of both contracts and would be fired if either found out. They might contact the other as well. Maybe this is different in California I’ve heard the employment laws are very pro-worker
We fired someone for doing this. If the new company is good they'll find out. Not only will they fire you, but your old employer will fire you as well. And people will remember you as they switch companies leading to you getting rejected. Aka don't do it

Can they find out? Of course. Will they find out? Who knows. Can you do it? Sure. Should you do it? Absolutely not.
When they find out, you will be fired with no severance.
And if you are on H1, don’t you have even more to risk because you can lose the sponsorship and be sent packing

Being on h1 is irrelevant here. The new employer will apply another h1. The clause is with each company that OP has to work full time.
Ah I wasn’t sure about this, I thought you can only work for one employer full time when on H1
