But I have 1 month of vacation left- so I work the first month & then take off during the last 1 month. is it possible / legal to join the 2nd company (which is not in Financial Sector) during the last month of my leave in 1st company?

Nopes! Most companies won’t allow you to take vacation during notice period. If your vacations are paid out, just take a money and take the time off. If you are looking for a break between jobs but still have a paycheck, you need to work that out with the new company. But it would depend on their vacation policy. If you are worried about health coverage, you should have it covered through Cobra. But consider it for emergency only, so that sex change procedure would have to wait.
