In my case, I texted my manager letting him know. Then sent an email to him and hr. The email contained the exact job responsibilities I wanted to have in the letter. Manager replied confirming the job responsibilities. HR took it from there. Don’t remember who exactly signed the letter, but it was definitely not the manager.
