Look at it from the other direction: you didn’t pass last time. Do you think FB wants to make sure your chances are better this time by you growing, before they spend 4 high-paid employees time to interview you and write up feedback? Also, would you like a clean slate opportunity without data from last (failed) interview, or would you rather have them look at both sets of interviews? I think the former might be more favorable for candidates.
Nope. Now they don't allow on-site without phone screen even if you have offers from rest of the faang. Also, they have hardest phone screens IMO.
There's no harm in asking. Just check in with your recruiter
Unless you have tight deadlines and your recruiter wants to go out on a limb, it's difficult. I have successfully managed to skip the phone interviews at FB, Google and Amazon but that was only because I had some tight deadlines.
