Canadian PR is skilled based immigration. If you are skilled and you cross the CRS points threshold then you will be get PR quickly. It's way more efficient system than US. To get points you need to have higher education, good English level and relevant work exp.

Sounds like an unpleasant thing to do really.
yes, i have seen that happen. but not for back up, they do it when you have decided to go . you can yourself apply for Canada PR under express entry. It's that simple
