I have previously applied for a Canada visa from Seattle online. It took about 8 days total for the online application to get processed and then around a week for the passport to get stamped and returned. Their interface is pretty good online by government website standards. Takes around 2 hours to complete the application.
It takes quite some time. There are a lot of forms to fill, and you got to send the passport to Canadian embassy. Need at least two weeks.

Many countries don’t need one when entering by sea, sometimes you want to be safe and apply for ETa anyway that take a few minutes usually, but a few days sometimes
Here is my update based on the experience we had: - If you don't have US Citizenship or a Green Card, you do need a Canadian visitor visa to board Alaska cruises - they have two visa processing centers - one in LA and one in NY - only the NY center handles priority processing - if you are in a hurry, applying in-person is a better idea; they help you with the paperwork - we applied on Jun 12th and got the visa on Jun 26th; we went in person to collect the visa to cut down the shipping time - it is better to go with the person who needs the visa - just in case any additional signatures are needed - since you need to turn in the passport of the applicant, make sure you have some other ID to board an airplane (otherwise, you may need to rent a car and drive back home) - the staff at the visa center is very friendly, though they don't assure you of an exact visa delivery date
