If you are really worried, call the hiring manager and explain why.
It’s bad to say ‘No’ once you accept an offer because they have to undo lot of things which can cost good amount of time to them. But, you might not be performing your best if you always have this thought of not accepting an offer that’s an ideal one for you. So, I hope this helps to weigh your priorities accordingly.

I think it’s fine. Th worst that could happen is you pay them the H1 transfer cost and become blacklisted for all future opportunities with that company 🙄 Tell your current manager about this if you are comfortable, they may pay that to you in some way.
