+ No RFE Rule. (NTA) This basically means, you switch on a receipt of transfer and if you're screwed you're thrown back to your country. How can one switch roles between companies in such an environment? Are all immigrants from countries like India and China basically screwed?

As in, they can reject you're application without an RFE. And, it is said that's to stop "skeleton" applications. I don't get it why anyone would file such applications. This just makes me feel like they're doing it to make it 100x harder for immigrants to apply for a job in the US and for US employers to hire immigrants.
In some cases can they give RFE post September 11th?
