They buy data from insurance agencies, DMV, dealers etc. You agree to it whenever you make a service appointment at the shop and you sign the invoice. It's legal because selling user data is the reason companies in America stay afloat, and keep you employed
It would then be legal because you agree to it in some fine print. It would be interesting to know if anybody here refused to sign the invoice. The provider wants to get paid, and you probably didn't sign anything on entering. So, if you refuse, then the provider may have incentive to just let you pay without signing.
