If this is SE4, ask for 135. 125 is a bit on the low end. And maybe ask for some RSU as well.

That's ESPP. Stocks can absolutely be given as part of the compensation. Tell them your expected TC. Do not ever tell them what you make now.

Base seems fine but no rsu makes the TC weak vs other offers you might be able to get. Of course you might need to get another offer to negotiate with if they won't offer any

For reference, new grad SWEs in San Jose (grade 6) get 120-125k base with 5% bonus and some RSUs. Seems like a lowball offer especially with 4 yoe, if those years were relevant

@guesshoo It's not. At 4yoe should be making close to 180k in TC. The best time to negotiate at Cisco is before you accept the offer. Internal raises and stock awards are hard to come by.
That 180k figure would be for Seattle or bay area?
You can ask that for Seattle. Any other company at 4yoe you should be pushing to 200 TC. The worst thing that could happen is they'll counter with 160.
