Say your current compensation will have no bearing on whether or not you accept their offer. To get you to a “yes”, you need at least X. And that’s irrespective of your current comp.
You're right: it's illegal to ask your current TC in CA.
OP could point this out, but it’d be a distraction from his goal, which is to get the best possible offer from the company. Specifically pointing out to the company that the question is illegal doesn’t nurture the positive vibes needed to lead to getting a great offer.

Asking for expected salary is not illegal. So tell them your expected total compensation.
Asking for expected salary or RSU is not illegal. Asking for salary or the base pay is what makes it illegal. However if you have told them TC, you can argue that giving away RSU info would effectively be giving the base salary.
Just write it in a spreadsheet and send it, no need to explain

Asking for current vesting schedule or bonus schedule is not illegal. I believe he/she is not asking for any number. If you have told them you will lose X amount (RSU vesting / Bonus )in the period by joining Cisco they may ask for proof of that. You should just tell them your expectations in terms of sign on bonus etc. instead of telling them what you could lose.

I didn’t know wipro pays 160k tc to anyone. A friend of mine is onsite in Sunnyvale and is making 103k tc as a tech lead with 10 yoe.
If Wipro hires in India and brings you here on their fresh H1, then it might be true with that low TC. For US hires, pay scale is different.
It is still very low for 14 yoe .
