It's been 2 months in since I started with phone screen and recruiter is very slow in responding and taking about 3 weeks for each next step, so far 2 phone screens and one on-site in last two months. During the on-site, the lead engineer saying " you are open in the market for long time as I first did phone screen few months ago" !!. The comment looks like to me a sarcastic but I just kept quiet.. after 3 weeks, recruiters sending me emails about current TC details are necessary to move forward. I said, the current TC is not relevant since the job role I am interviewing is different in skills and responsibilities. After couple of days, recruiter came back to me and asking, do you have any current offers and please let me know full details to move forward. These recruiters seems to be very unethical and trying to cheat unsuspecting job seekers to be taken advantage of. These recruiters seems to be "shopping around" for cheaper job seekers and insisting on numbers. This particular recruiter is from 3rd party from RANDSTAND NORTH AMERICA. Is this common behavior among Cisco recruiters ? It is illegal in California to ask for your current salary
Recruiters are middle men who don’t know much. All they care about is commission end of the day. Wish there was some basic qualification to be. A recruiter. Every Tom dick and Harry is a recruiter who cannot even answer basic questions about the job R&R

Yeup, I had super shitty exp with Cisco. Not surprised by your post. I’d say you dodged a bullet too :)
If it's 3rd party then they probably want to know how much you will cost them because they have to charge a percentage on top of that to Cisco. Also what some companies do is agree to work with 3rd parties, but don't decide whether to give them the account until they land the candidate. Hence the aggressiveness. But if they have turned to a 3rd party then the role has probably been open for a while or else they would've left it to the in-house people. Always try to get hired directly to avoid this headache.
