Cool off period after interview

I interviewed with companies like Google, Facebook and LinkedIn around August 2018 and got rejected at onsite phase. I am thinking if I can interview again as I wasn’t able to change jobs due to no premium processing.
I want to ask how strictly is the cool off period of 1 year is followed in these companies, I reached out to recruiters but they are saying that they can’t interview before an year.

    OP by interview you mean Phone screen or did you go for Onsite?

      I went for onsite in all three of them. But is it different if you only gave phone screen ?

      So they don't consider the previous referral, if I reach out directly to the recruiter?
