Microsoft yes.
Facebook doesn't, at least not in average (anyone can make exceptions in exceptionally cases)

Same for Microsoft. My manager tried getting a counter offer for a guy we lost to AWS. It wasn't approved. Actually the guy was walked out the same day.
why would they walk them out for suggesting a way to keep top talent??
msft has that policy. If you announce you have accepted the offer from the competitor company (and I heard Facebook was recently added to the list), they walk you out (with security help) same day
Facebook added a signing bonus as the counter. No change in the rest of the package. Google actually tried to up their offer when I told them I accepted Facebook's offer.
I don't think we're talking about the same things. A counter offer is when you try to leave your company and the company you're leaving tries to give you financial incentives to keep you there.

In my particular organization, it's plainly stated: if you interview for another job while being employed by the company, and are fishing for a counter offer, they will not entertain the idea, and that you should leave.
If they ban that, how else should one fish for higher salary then
