Creepy former manager

A friend of mine had a controversial manager who got let go from the company several months ago and when he heard my friend was also going to resign from the same company six months after. The manager sent her text message (she doesnโ€™t know how he got her number and he never sent text messages to her personal phone before) asking her where she is off to.
What would you respond to this? Or just ignore it.

Where is the creepiness? That person is probably trying to find a job and checking if your friend can help referral in her new company.

That person was problematic and had some unpleasant incidents with other colleagues in the past. Heโ€™s already working for a startup company.

Is it creepy to get in touch with a former coworker and get their new coordinates really? I agree they could have sent a message on LinkedIn or email since they had not connected over phone until then. But creepy, I am not sure
