Creepy former manager

A friend of mine had a controversial manager who got let go from the company several months ago and when he heard my friend was also going to resign from the same company six months after. The manager sent her text message (she doesn’t know how he got her number and he never sent text messages to her personal phone before) asking her where she is off to. What would you respond to this? Or just ignore it.

That person was problematic and had some unpleasant incidents with other colleagues in the past. He’s already working for a startup company.

Is it creepy to get in touch with a former coworker and get their new coordinates really? I agree they could have sent a message on LinkedIn or email since they had not connected over phone until then. But creepy, I am not sure
