DCU account

Hi guys, I live in Redmond. Can I signup for DCU account if a friend refer me. I do not have family members with DCU account. How long I need to use it with Microsoft employment to be able to get a good deal on car/home loan. I plan to get a CPO vehicle, would they loan that or not. Thanks in advance.
