Seems weak reason for me. If someone wants change team it's often because they don't like current team (anymore). What good is going to get to block that someone from changing team? They can always leave the company if can't leave the team. Is it just a myth or managers really doing that?

Some do. However I heard and know several cases where one were always a solid performer in the team, only to know they're on dev list the moment they told thir manager about changing teams.
Then i would directly approach the manager and ask why they are on that list. Also bring it up with HR.
Yes absolutely. Friend was an absolute top performer and then he mentioned transferring to a more exciting team. He was on dev list in two weeks.
If the manager is not able to deal with the shit from his manager, why would he let someone under him crawl out of the shit and enjoy the sunshine? He will obviously put the guy under dev plan to make his life even more shitty.
With a quota of unregretted attrition, there is an incentive to convert regretted attrition to unregretted attrition. It happens. Particularly if the departing employee was on the bubble. It doesn’t happen as often as people think it does though.

They can’t leave the company if they are on certain Visa. Also in general Visa employees tend stay in the same company.
