Yeah, definitely. Our company's H1Bs has all got approved (over the course of a couple years though). I think it's just a myth that H1b quota are allocated per company.

And those that dont suffer from technical debt when their employees are not granted a visa by USCIS. We had to open an office in Toronto because we were at +40% and we had 5 employees in a one month period end up in that position.
Yes, H1B is available except if its the first time they are doing H1B there is a 90% chance for RFE. Because USCIS does not know the company they will scrutinize it more.
