Quote is more likely to be true if you switch companies down the line. In other words, you grind to improve yourself and not because of getting more TC. You still need confidence to negotiate your higher TC.

I think it is true in most cases. Also we live in a world where people are generally impatient. Ppl who got promoted last year wants to get promoted again next year! Also most people are way overpaid considering the work they do. So keep doing the good work and eventually you will be rewarded one way or the other.
