If there a negative theme that was also noted by other interviewers then yes. Typically you would hope the phone screen/s would be giving a vote of confidence for a candidate to make it to onsite.

Yes they do. They consider all your rounds, including phone screens, hangouts, questionnaire (if you had any), onsite, and your resume. That's what the recruiter told me.

Not to move forward to onsite

I had a VC interview and the interviewer was taking notes. Took 3 weeks to hear back that I was going to the onsites because they were waiting for the feedback. I'm assuming that feedback is part of the package too
