Which companies do i140 premium processing by default ? How do I convince them to do i140 premium processing before signing the offer ? Negotiating with PayPal at the moment

They don’t, you have to pay for premium processing. I would rather suggest negotiate salary premium processing is just $1400

If they want u enough they will make it happen if u make them. The "corporate policy" they quote are generally just stupid negotiation tactics.

It's not legal.
It is legal to pay for premium processing. It is not legal for employee to pay for application, but paying for premium is absolutely not illegal. @cruella : lots of fact checking for you.
