+1 on resident status for taxation. Expense ratio should be same wherever you buy ETFs from. If you are looking at equivalent vanguard mutual funds, then you would have to go with vanguard, else any brokerage should be same for ETFs, esp that all major brokerages have dropped trading fee to zero
You are a resident for tax purposes, if you have stayed for atleast 2 financial years or something like that.
