I would work where ever pays the best.

Depends on the quality if work and team.
Depends on what you're looking for. There's a fair bit of stability in public sector assuming your organization is doing financially well and you're competent at your job. Private sector is generally going to pay more.

You only work for the company, which gets a healthy stream of revenue from the public sector. Practically you are working for the public sector.
