AFAIK Microsoft doesn't have one and Amazon has one. Curious to know about other companies. If not, how do you decide on moving to a team without knowing about manager or team culture? I don't want to buy the BS that a manager is trying to sell me.

I'm not sure why you would move to another team without talking to any of the team members or manager. That is exactly how you get perspective on which team to join.
The other team manager talks great things about the team. How do I know he is not bullshitting? Apart from that, I'm also not comfortable asking one of his team members review their manager.
you should keep in mind that writing styles gives up the author. There are many online tools that can help with that or avoid that.
Booking.com use to have one, then it becomes open (non-anonymous). This helps managers to understand the context of the feedback when they see where who it comes from (same as any other peer feedback) rather then an anonymous rant.
Microsoft's MSPoll is anonymous (for now at least). The comments employees make are aggregated and rolled up at least one management layer. So my manager would never see what I wrote, but my skip could see the aggregated feedback from the whole team and discuss it with my manager. IIRC on very small teams it rolls up 2 layers to make it harder for managers to piece together who said what. I might be wrong about that though.
You can give anonymous feedback in MSPoll. However, you can't see what others have written. I doubt that any system would let you do that. The best way to find out what a team is like is to talk to them. If you suspect the manager is BSing you then don't join his team 😉

Googlegeist is what it's called here. It's more about the entire leadership chain rolling up to the CEO, anonymous feedback. There's also a specific manager feedback survey (MFS)
I'm sure the HR has access. They restrict managers from seeing non anonymous data though - the online tool definitely doesn't show the identity of people and even hides feedback if there are fewer than 4 entries for a given manager. But I'm sure if some manager was very good "friends" with someone in HR, they could find out stuff that they shouldn't know..
