I am male, planning to wear light colored formal shirt, plain black jeans and black Nike shoes for visa interview. Is that appropriate? Is blazer a must for interview? About to buy formal shoes. Please let me know if not needed as it would be one time use only.

Please go formal. Like suit and tie. You absolutely cannot go wrong in it. It's just for a few hours and you're good.
This does not even matter. If this question is for India, let me tell, most of these centers are congested, stinky and uncomfortable. A t shirt and maybe a plain Jean works best. Just don't look out of ordinary. No one is going to accept/reject a Visa based on your dress. Have had multiple stampings just. Always a t-jean. My opinion is that formals are not built for general Indian weather conditions.
Couldn't agree more with Beepbopyip. Weather in Chennai is too sunny and humid.
Wtf, go however you like. I went with chucks, jean abd tshirt if it makes you feel better, never gave it a thought.
