Originally I am hired at Amazon, Palo Alto but I have to stay at Vancouver for 1y. I heard the TCs are different for both city. Do I get two TC for both city, or dO I get TC only for one? How do they determine TC?

You can transfer internationally without VP approval if you have been L5 (sde2) or above for one year.
You can't transfer in the first year or in the first year after promotion to l5. This is because too many people were viewing Amazon India as a stepping stone.7d3
- It depends on your company.
At Amazon, if you move from the US to Canada your salary will be reset to Canadian pay bands but you keep any unvested RSU already awarded. So if you move in you first year you will have 4 years of RSU at US rates.
However, in future years any new RSU grants would be at Canadian rates so in you 5th year you'd be earning at the Canadian total comp.
If you are transferring back within 2 year then it's a difference in the salary component only because you would eventually get the US RSU anyway.
In OP's case the question is whether they consider this a transfer (complete with original RSU) or a new offer (with Canadian RSU). If it's a transfer it's not bad. If it's a new offer he will that a lot fewer RSU.
