What is the scope of E6s/IC6s? What level of leadership and technical complexity is expected from them as compared to E5/IC5?
E6 also needs to multiply efforts, working effectively through other people, besides solid self output. It's pretty hard to start at E6. Not uncommon people don't meet expectations and end up leaving.

E6 can and will get penalized for bad direction that is considered cross functional. E5 will get penalized for bad direction just for his team (more limited scope). E4 will get penalized for not following orders properly from the guys above. E3 will get penalized for not showing up.
Good way of describing it. On "user facing" teams, E6+ is usually held responsible to some extent for the project as a whole, even beyond technical reasons. If the projects is not successful they won't be fired but won't get a good review either. But as everywhere else it's subjective, and not uniform, it all depends on the managers / execs / org.
